I don't think your anonymous poster noticed your earlier comparisons of Qatar to 18th and 19th century Europe. The swimming suits were quite similar in modesty during those times, though the fassion was a bit less awful. (I've got to say that the prints on those suits were quite horrifying.)
I just got back from a business trip of 2 weeks in Qatar and am quite disappointed to say that I never saw a suit like that during my stay. On the other hand, he is quite handy in the IT sector (moreso than even his average white collar peer) and I was thinking that a move to Qatar might help him break into a new line of work if he chose to do so. What do you think?

I would advise you to marry your fiancee before coming. Life will be much easier for you if you are officially married. The main issues are housing, and sponsorship.
