All of the camels are owned. They free-range them for most of the year (all year except summer), so you see them everywhere.
Camels will always return to the last place that they received food and water, so apparently they don't get lost.
Those that need to keep them closer to home for some reason tie a hobble on their feet, rather than tie them to something solid. It doesn't keep them in one place, but it does slow them down.
I should add that most of the major roads here now have camel fencing... to prevent them from straying onto the roads. There are cross over points here and there for them to use.
There are "camel guards" instead of cattle guards in a lot of locations... a place that they can't walk over, but that vehicles can cross.
