i have only seen such head-dresses at airports, and they have been longer. i admit that they really do scare me.
a comment from a pilot-friend is to "always look at the women's hands to see how old they are." now i know that pilots have a certain reputation, but to go so far would be styfling!
The first time a saw a woman dressed like this was also at an airport. It was before I became Muslim, and quite frankly it scared me too!
It's really not a big deal once you get used to it. A bigger deal for me is the separation of the sexes... we always have to think about that when we socialize. Cell phones are indispensible for such situations, or using a kid as a messenger, e.g. my wife will send my son to the men's side when it's time to go, etc.
